DUTIES AND RESPONSIBILITIES OF VARIOUS DEPARTMENTS IN THE OFFICE OF WORKS

MECHANICAL ENGINEERING SERVICES

The Mechanical Engineering Services Department comprises of six sub-Units which jointly provides services in the field of Mechanical Engineering for Governments Ministries and Agencies on behalf of the State Government. The Units and their Basic functions include:

Motor Vehicles Section: This section helps in the maintenance of Government Vehicles and also provides technical advice on Heavy Vehicles, Plant and Equipment.
Refrigeration and Air-conditioning Section which carries out the maintenance and servicing of all R & A Equipment in Government Offices, Quarters and other facilities
Consultancy Unit: This unit renders Mechanical Consultancy services to various Ministries & Department on behalf of the Lagos State Government.
Planning & Research: The P&R unit is engaged in the development of new initiatives to enable better overall performance of the Department
Lift Maintenance Section: The Section handles the maintenance of the Lifts System in the Secretariat Complex.
Engineering Services & Operation Unit: This is the unit that undertakes Project implementation and handles the administrative schedules of the Department.


ELECTRICAL ENGINEERING SERVICES

The Electrical Engineering Services Department of the Ministry performs specialized functions to ensure that the following services are made readily available to the State:

Coordination and supervision of Independent Power Project.
Electrical Consultancy services to the Government Agencies/ Parastatals on behalf of the State Government.
Maintenance and running of the telecoms facilities both intercom lines within the Ministries & External Telecoms Lines.
Maintenance of all Electrical Equipment & Accessories including Electricity generation.
Lift Maintenance Section: The Section handles the maintenance of the Lifts System in the Secretariat Complex.
Relations with NEPA & NITEL (inclusive of settlement of official bills)
Supervision and monitoring of Lagos State Electricity Board.
The installation of Street Lights in the State.
The maintenance of Street Lights in the State.


FINANCE AND ADMINISTRATION

The Finance and Administration Department of the Ministry offers the following services for the smooth running of affairs in the Ministry:

Appointment of junior members of Staff of the Ministry.
Takes care of the Promotion of Staff.
In charge of training and re-training of Members of Staff.
Keeps records of all proceedings in the Ministry.
Carries out planning and research on the improvement of state of affairs in the Ministry.
Furnishing of Government Offices and Quarters.

ARCHITECTURAL SERVICES

The Department produces architectural designs & drawings for government offices and public buildings.

The Architectural Services Department undertakes the supervision of building designs for all Ministries and other Public Buildings in the State.

They also offer consultancy on Architectural Services to other Government Department & Ministries.

BUILDING SERVICES

The building Services Department which is another very important department in the Ministry undertakes the following assignment:

Construction and maintenance of Public Buildings
Maintenance of Government Residential Buildings

ACCOUNTS

In order to ensure the smooth running of the Ministry, the Accounts Department renders the following services:

Ascertaining the financial position of Office of Works at any given time.
Raising of payment and salary vouchers
Payment of Salary and contractors
Salary variation.
Liaison with State Treasury Office.
Encashment
Keeping of financial Records of the Office of Works
Ensuring availability of Funds for smooth running of the Office
Banking transaction with EIB International Bank on behalf of the Office of Works.

QUANTITY SURVEYING

The Quantity Surveying Department which is another very important Department in the Ministry undertakes the following assignment:

Preparation of Bill of Quantities
Preparation of Certificates i.e.
    • Inter rein and
    • Final Certificates
Cost experts /advisers to the clients
Administration of Contract during:
    • pre-contract Stage and
    • post-contract stage.
Assessment of claims submitted by the contractor.
